In St. Louis, Eric E. Vickers sues to eliminate set-aside fronts, courtesy of Black Enterprise

"In St. Louis, Eric E. Vickers, is taking a different path to eliminating set-aside fronts. As attorney for the St. Louis Minority Contractor Association, he has filed a lawsuit against the state and two companies, TarltonCorp., a general contractor, and Brick Contractors Inc., a minority-owned construction firm, for restraint of trade.

Vickers alleges that Tarlton officials knew that Brick Contractors was a front company, yet it gave the firm $3.6 million in subcontracting work on a $26 million state penitentiary project. Missouri law specifies that 10% of all state contracts must be awarded to minority firms. The state, however, has yet to adopt a stringent antifront legislation".
